The Advanced Technology Support Program provides streamlined contracting access for all federal and state organizations and foreign allies of the U.S. to contract with Northrop Grumman Corporation to develop hardware and software solutions.
ATSP is a Government-wide contracting vehicle

Issuing a contract requires:
- Contractual Engineering Task (CET) similar to a Statement of Work (SOW)
- Transfer funding typically using Military Interdepartmental Procurement Request (MIPR) or reimbursement agreement
